Pennsylvania Woman Arrested for Allegedly Trying to Register Dead People to Vote
A Pennsylvania woman, Jennifer Hill, has been arrested on multiple charges, including felony forgery, tampering with public records, and attempting to fraudulently register deceased individuals to vote in the 2024 election. The arrest was made Thursday after authorities accused Hill of trying to add four ineligible individuals to the voter rolls, including her late father.
Hill, from the Chester area of Delaware County, was allegedly involved in a scheme where she used a voter registration app to fraudulently register people, including individuals who were no longer alive. Jack Stollsteimer, the Democratic district attorney for Delaware County, stated in public remarks that Hill worked as a staffer for the New Pennsylvania Project, a nonprofit organization focused on voter registration. Using an app provided by the Pennsylvania Department of State for legal voter registration drives, Hill reportedly managed to register 324 individuals. While 181 of these registrations were successful, 129 were rejected, which Stollsteimer described as “a big number.”
Stollsteimer emphasized the fraudulent nature of Hill’s actions, stating, “Literally what this woman did was to pad the numbers for her employment. She started registering people that were dead. One of them was her father.” Hill allegedly attempted to register a second deceased person — someone she knew had passed away in 2011 in the very house where she currently resides. Stollsteimer revealed that Hill had been the person who called the police when this individual died.
Further investigation uncovered that Hill had successfully registered a fraudulent individual by combining her grandmother’s name with a different birthday. According to the Philadelphia Inquirer, this person did not vote in the 2024 election.

The case also involves charges against Philip Moss, an 84-year-old man who allegedly voted both by mail in Delaware County and in Florida during the same election. Moss faces multiple charges related to this dual voting.
In response to the allegations, Kadida Kenner, an executive at the New Pennsylvania Project, expressed disappointment and emphasized that the organization does not offer financial incentives or bonuses for additional voter registrations. “Our employees have no quota to meet, and hourly wages paid to part-time canvassing employees remain the same no matter the number of voter registration applications collected,” she stated in a statement obtained by Fox News Digital.
Kenner also confirmed that the Pennsylvania Department of State had notified the organization about potential issues with one of its canvassers, who is believed to be Hill, leading to her immediate suspension. “Due to the hard work of many individuals to prevent disruptive actions by bad actors, our voting rolls and elections are secure, and no fraudulent ballots were cast,” Kenner added. She stressed that the group’s voter registration efforts are nonpartisan and not influenced by any political party or candidate.
The New Pennsylvania Project also reported that of the nearly 10,000 successful applicants it canvassed for, 48% registered as Democrats, 34% as unaffiliated or third-party voters, and only 18% as Republicans.
Hill now faces up to 10 counts for each of the four fraudulent registrations she allegedly attempted. These charges were brought forth by prosecutors in Media, Pennsylvania. The case has drawn significant attention, as it raises concerns about potential voter fraud and the integrity of the electoral process.
Delaware County, once considered a swing county, has seen a political shift in recent years, with the area moving heavily to the Left, particularly since the rise of Donald Trump. In the 2020 presidential election, Vice President Kamala Harris won the county with 61% of the vote.
This shift for Delaware County is the exact opposite of what the nation has been experiencing overall. Election data analysts taking a look at the 2024 election found that Donald Trump and the Republicans were able to shift the vast, vast majority of counties in their favor. Even many counties in Democrat stronghold states like California and New York have been growing more and more red.
Certainly this stark shift in the favor of Democrats in Delaware county is going to raise more eyebrows.
