Deportation Numbers Under Biden Administration: A Closer Look from Trump’s Border Czar

In a recent statement, President-elect Donald Trump’s border czar, Tom Homan, expressed concerns about the Biden administration’s immigration enforcement actions, particularly in regard to the reported increase in deportations. While the Biden administration’s latest figures suggest a significant rise in deportations, Homan argues that these numbers do not reflect an actual increase in enforcement across the United States, particularly in the interior of the country.

According to a report released by the Biden administration, more than 271,000 illegal migrants were deported by Immigration and Customs Enforcement (ICE) in fiscal year 2024, the largest number of removals in a decade. However, Homan, a former acting director for ICE and the incoming border czar under the Trump administration, asserts that the vast majority of these deportations were the result of Border Patrol apprehensions, rather than ICE arrests in the interior of the country.

“I’ve talked to sources at ICE and over 80% of those deportations were border apprehensions,” Homan has shared with reporters recently. “They weren’t ICE arrests, they were Border Patrol arrests.” According to Homan, the current numbers reflect actions taken at the U.S.-Mexico border, where Border Patrol apprehends migrants, who are then transferred to ICE for processing. Homan emphasized that the majority of these removals were not part of ICE’s internal enforcement efforts, which he claims have remained at an “all-time low.”

Homan’s comments provide a critical perspective on the numbers, especially when considering the history of deportations under the Biden administration. When President Joe Biden took office in January 2021, one of his first actions was to issue a series of executive orders that sought to unwind many of the Trump-era immigration policies, including a 100-day moratorium on most deportations. This period led to a significant drop in ICE deportations, with just about 59,000 removals in fiscal year 2021 — the lowest in the agency’s history.

However, as Biden’s administration continued, deportations began to rise. In fiscal year 2022, the number of deportations climbed to around 72,000, followed by 142,500 removals in fiscal year 2023. Despite this upward trend, Homan argues that the jump in deportations in 2024 is not a reflection of increased enforcement in the interior of the country but rather a consequence of Border Patrol’s efforts. “Most of those were Border Patrol arrests, just processed by ERO [Enforcement and Removal Operations]. This wasn’t really ICE work, this was Border Patrol work,” Homan said in a recent interview.

In addition to questioning the quality of deportations under the Biden administration, Homan also criticized the focus of these efforts, particularly in relation to criminal aliens. Despite promises from Homeland Security Secretary Alejandro Mayorkas to concentrate on deporting public safety threats, Homan claims that the arrest and removal of criminal aliens has dramatically decreased. “The number of criminals are a very small fraction of the total deportations,” Homan said, adding that criminal alien removals have dropped by 74% under the Biden administration.

Looking ahead, Homan suggests that the deportation numbers from the Biden administration will appear small compared to the broader scale of removals that the Trump administration plans to pursue. He predicts that the Trump administration’s efforts will focus heavily on targeting criminals across the United States, and he believes that this will lead to a significant increase in deportations, especially of individuals with criminal backgrounds. Homan’s words signal a stark contrast between the approaches of the Biden and Trump administrations regarding immigration enforcement.

Homan also addressed the issue of morale within immigration enforcement agencies, which he claims has suffered under the Biden-Harris administration. He cited the diminished morale among enforcement officers as a result of policies that have, in his view, hindered their ability to carry out their duties effectively. However, despite the challenges, Homan noted a resurgence of hope among law enforcement personnel. He shared that during a recent meeting with Texas Gov. Greg Abbott at the U.S.-Mexico border, he encountered “so many smiling faces” among Border Patrol agents.

Furthermore, Homan emphasized the willingness of retired immigration enforcement agents, police officers, and military veterans to assist in immigration enforcement efforts. “I’ve got thousands of people — retired ICE, retired Border Patrol, retired police officers, retired Army — that are begging to come and help do this thing,” Homan remarked during an interview with the Immigration Reform Law Institute (IRLI) on its No Border, No Country podcast.

While the Biden administration touts a rise in deportations as a sign of stronger immigration enforcement, critics like Homan argue that these numbers are misleading. According to Homan, the actual enforcement efforts, particularly in the interior of the country, have been lackluster, and the current administration’s focus has not aligned with its promises to target criminal aliens. As the Trump administration prepares to take office, Homan predicts that its approach will lead to a much more aggressive and comprehensive immigration enforcement operation, especially targeting individuals with criminal backgrounds.
