Trump Admin Finds Federal Agents Disobeying New Orders From The White House

In recent days, two federal agencies, the Alcohol, Tobacco, Firearms and Explosives Bureau (ATF) and Customs and Border Protection (CBP), have taken steps to retain their diversity, equity, and inclusion (DEI) initiatives amid President Donald Trump’s latest executive orders aimed at limiting such programs. These actions have drawn attention, as the agencies appear to be attempting to keep their DEI staff and policies in place, albeit under different titles.

On Tuesday, Trump signed a series of executive orders that targeted DEI programs, including a ban on diversity training within the federal government. This move was part of his broader effort to limit what he described as “anti-constitutional” and “demeaning” equity mandates. Just days after the signing, the ATF and CBP made notable changes to their DEI-related staff titles and program names, though it is unclear whether the core personnel and policies have been fully affected.

A statement from the White House, issued on Wednesday, reinforced Trump’s position, asserting that “individual dignity, hard work, and excellence are fundamental to American greatness.” The statement further emphasized that the executive orders aimed to end the “Biden-Harris Administration’s anti-constitutional and deeply demeaning ‘equity’ mandates,” and included a directive to terminate DEI programs in the federal government while protecting civil rights.

One of the more striking moves came from the ATF, which altered the official title of its Chief Diversity Officer, Lisa Boykin, to “senior executive” under the office of the director. This change occurred just days after Trump’s orders were signed, as documented in archives of the agency’s leadership page. Boykin, who had been appointed the ATF’s first chief diversity officer in 2021, had previously served in a human resources capacity within the agency since 2016. The ATF has yet to respond to inquiries regarding whether Boykin will continue her previous DEI-related responsibilities despite the title change.

Aidan Johnston, the director of federal affairs for Gun Owners of America, criticized the ATF’s actions, calling the agency “a corrupt, tyrannical” entity that “disregarded the rule of law” by attempting to conceal its DEI efforts. Johnston further suggested that the change in Boykin’s title was a direct challenge to Trump’s executive order.

Similarly, CBP appeared to modify its approach to DEI by renaming its “Diversity and Inclusion” webpage to “Special Emphasis Programs” (SEP) sometime between January 21 and the early morning of January 23. This change was documented through web archives, and the page was later removed entirely, redirecting visitors to a section on equal opportunity employment. Prior to its removal, the SEP page outlined the agency’s goals of fostering a “diverse, inclusive and engaged workforce” and supporting underrepresented minority communities. CBP has not responded to requests for clarification on whether these programs will continue, nor why the webpage was taken down.

The White House was also asked to comment on CBP’s actions, but did not provide an immediate response.

Trump’s executive orders on DEI have sparked significant debate, particularly around their potential to end racial preferences in government and contracting. GianCarlo Canaparo, a senior legal fellow at the Heritage Foundation’s Edwin Meese III Center for Legal and Judicial Studies, previously spoke out about the orders, calling them some of the most significant presidential actions in recent memory for promoting race neutrality in the federal government. He also pointed to the expanded enforcement efforts against private entities accused of discrimination.

This controversy over DEI programs comes after President Joe Biden issued his own executive order on his first day in office in January 2021, which launched a “whole-of-government equity agenda.” That order instructed agencies to assess their equity policies and implement DEI training programs, which included informing federal employees about systemic racism and DEI principles in hiring and promotion. In June 2021, Biden took further action with another executive order mandating that agencies roll out DEI training programs.

Critics of DEI, however, have long raised concerns that these initiatives prioritize race and gender over merit-based advancement, which they argue undermines fair decision-making and equal opportunity.
