Trump Administration Halts Maine Grants

The Trump administration has taken a bold step by suspending all U.S. Interior Department grants to Maine, citing discriminatory s*x-based quotas enforced by the state’s Department of Inland Fisheries and Wildlife (MDIFW). This decision marks a significant escalation in the ongoing clash between federal and state authorities over policies that appear to violate federal anti-discrimination laws.

The suspension follows the administration’s earlier move to freeze other federal funding to Maine, prompted by investigations into Democratic Governor Janet Mills’ refusal to safeguard girls’ sports, a stance that critics argue contravenes Title IX regulations. The latest action targets MDIFW’s hiring practices, which mandate that half of all hiring panel members be women.

A letter from U.S. Fish and Wildlife Service Regional Director Paul Souza to MDIFW Commissioner Judy Camuso, dated Thursday, outlined the issue: “The MDIFW’s policy discriminates in the composition of hiring panels by requiring a quota based on s*x.” Souza’s letter, first reported by The Maine Wire, notified Camuso that all federal grant funding to MDIFW will cease by May 15 unless the state complies with federal law.

The letter further clarified the legal violation, stating, “Accordingly, MDIFW is not in compliance with 20 U.S.C. § 1681 which prohibits discrimination based on s*x and is therefore also out of compliance with 2 C.F.R. Part 200.” Souza emphasized that Maine has a window to align with federal regulations before additional measures are enforced.

MDIFW’s policy explicitly requires, “All hiring panels assembled for the review and selection of IFW employees will be comprised of 50% women.” It adds, “In the event there is an uneven number of panelists, organizers shall make every effort to include more women.” Critics argue this approach prioritizes gender over merit, creating an uneven playing field in hiring decisions.

Adding context to the controversy, Steve Robinson, Editor-in-Chief of The Maine Wire, highlighted the career trajectory of MDIFW Commissioner Judy Camuso, the agency’s first female leader. “Judy Camuso, the first female commissioner of DIFW, went from making $102,352.88/year as Director of the Bureau of Wildlife in 2018 to $207,807.84/year as DIFW Commissioner, according to state payroll records,” Robinson noted, pointing to her significant salary increase while serving under Governor Mills.

The dispute over s*x-based policies in Maine extends beyond hiring practices. Earlier this year, Governor Mills publicly clashed with President Trump after rejecting his directive to bar males from competing in girls’ sports.

Mills defended her position by citing state law, but the decision sparked outrage as reports surfaced of male athletes in Maine securing trophies and opportunities at the expense of female competitors, according to The Daily Wire.

In response, the Trump administration froze additional federal funds to the state. Last month, Attorney General Pam Bondi escalated the matter by filing a civil lawsuit against Maine, targeting the state’s Department of Education for “openly and defiantly flouting federal anti-discrimination law by enforcing policies that require girls to compete against boys in athletic competitions designed exclusively for girls,” as detailed in court documents obtained by Daily Wire reporter Mary Margaret Olohan.

The lawsuit seeks to compel Maine to comply with federal law and ensure that female athletes who lost opportunities to males receive their rightful awards.

Public Pushback Against Transgender Participation in Girls’ Sports

The issue of transgender athletes competing in girls’ sports has sparked significant controversy in Maine and beyond, with many arguing it undermines fairness and opportunity for female athletes. Polls and public sentiment, as reflected in various reports, consistently show that a majority of Americans oppose policies allowing biological males to participate in female sports categories. This perspective stems from concerns over physical advantages that can persist even after hormone therapy, potentially skewing competition outcomes.
