A Democrat-backed “social justice” policy in Virginia is drawing sharp criticism for allegedly enabling a dangerous individual to slip onto a college campus undetected, contributing to a tragic shooting at Old Dominion University (ODU) in Norfolk.

Policy Blamed for Blind Spot on Campus Threats

Former Virginia Attorney General Jason Miyares has pointed fingers at a 2019 “ban-the-box” law—signed by then-Democratic Gov. Ralph Northam—that bars Virginia’s public colleges and universities from inquiring about criminal histories on admissions applications or denying entry based solely on a record.

This restriction, intended to promote equity and reduce stigma for those with past convictions, prevented ODU from learning about shooter Mohamed Bailor Jalloh’s serious background.

Jalloh, a former Army National Guard member previously convicted of providing material support to ISIS and sentenced to 11 years in federal prison (released early in late 2024), enrolled as a student without the university knowing his terrorism-related felony.

Miyares called the law “Exhibit A of Democrats’ criminal-first, victim-last policies,” arguing it turned campuses into potential hazards by prioritizing offenders over student safety.

Former AG Slams Democratic Legacy of Risky Reforms

Miyares highlighted how the policy directly enabled Jalloh’s undetected presence on campus, where he carried out the March 12, 2026, attack that k*lled an ROTC instructor and injured others before heroic students subdued him.

In a pointed critique, Miyares stated: “I think this is Exhibit A of Democrats’ criminal-first, victim-last policies. This is exactly the type of policies [we’ve] warned if we implement this, this is going to create harm for innocent victims and, candidly, they don’t care.”

He added: “Ralph Northam signed the law, a bill that made every college campus in Virginia less safe.”

Miyares further lambasted ongoing Democratic governance under figures like Gov. Abigail Spanberger, noting Northam’s appointment to a university board despite his role in the policy: “The man who has made our universities less safe, he is now helping to govern them. Only in this world, in the left-wing world, do you do policy issues and legislation that actually makes the problem worse, and you get a promotion.” He described such approaches as a deliberate dismantling of effective safety measures.

Broader Fallout and Calls for Accountability

The incident has intensified scrutiny of progressive criminal justice reforms in Virginia, with Miyares warning of more tragedies ahead if these policies persist.

He contrasted them with proven public safety efforts scrapped under Democratic control in Richmond, framing the law as part of a pattern that endangers innocents while shielding those with violent histories.

Northam declined to comment beyond noting his return to private life, and other Democrats involved offered no response to the criticisms.

The event underscores growing concerns that well-intentioned “social justice” measures, when poorly balanced, can inadvertently compromise campus security—especially in a state where such laws were championed by one-party rule.
