We have to wait for them to be shipped to us from China. And China wasn’t shipping anything,” Payne said. Payne didn’t stop there. He laid out a laundry list of underhanded tactics other countries deploy to kneecap U.S. trade. Forget the headline tariff numbers, he argued—the real damage comes from non-tariff barriers. “For the case of the U.K. it was the procurement process. There was a customs process. They had some nonscientific standards for certain things. All of these things are de facto tariffs, and that’s what we have got to, that is that thing we have to eliminate – eliminate if we will have free and fair trade,” Payne said. The Trump team’s focus on dismantling these barriers is a direct response to such trickery, aiming to clear the path for American goods.

Foreign nations, Payne explained, often don’t need sky-high tariffs to block U.S. products. They lean on intricate webs of regulations and delays to keep American goods at bay. “They [China] weren’t taking anything from us, so [the] so-called fair trade, free trade, that was totally eliminated. This is a great first step, and what I really love about this particular deal is the non-tariff barriers,” Payne said. All the tariffs are relatively low,” Payne said.
