Sheriff in Virginia Pleads for Stronger Border Enforcement as Immigration Crisis Impacts Local Community
A sheriff from Loudoun County, Virginia, approximately 2,000 miles away from the U.S.-Mexico border, is sounding the alarm on the severe effects of the immigration crisis on his community. Sheriff Mike Chapman, who is scheduled to speak before the House Homeland Security Committee on Tuesday, is urging Congress to increase enforcement efforts to combat the escalating violence linked to illegal immigration and criminal organizations.
Chapman will testify about the rising violence within his jurisdiction, which he attributes to individuals living unlawfully in the U.S. and connected to international gangs, including MS-13. In his prepared remarks, he describes a disturbing surge in crime in what was once considered one of the safest areas in the nation. “In Loudoun County, one of the safest localities in the entire U.S., we have seen an increase in unprecedented violence in recent years,” he will tell the committee. “Of our last five homicides, three were committed by suspects in this country illegally, two of which were by a self-proclaimed MS-13 gang member.”
Chapman highlights a recent violent incident to underscore the gravity of the situation: “Just this week, a previously affiliated MS-13 gang member opened fire on another vehicle resulting from a simple ‘road rage’ incident.”
In his testimony, the sheriff contrasts his stance with the views of sanctuary city leaders across the country by calling for closer collaboration between local law enforcement and federal agencies such as Immigration and Customs Enforcement (ICE). Chapman insists that local police need additional resources from the federal government to keep communities safe. “It’s imperative that local law enforcement officials receive the resources they need from federal partners to keep communities safe,” he argues.
Chapman advocates for a comprehensive approach to immigration enforcement, starting with stronger border security measures. “Starting with the border, we must continue to build a wall, refuse illegal entries, enhance technology, and encourage ‘Remain in Mexico’ policies,” he says in his prepared testimony. “If an ‘All Hands-on Deck’ approach is not aggressively pursued, these problems will continue to migrate to our most populated areas, to our cities that were once beautiful which have now become unsafe.”

The sheriff also emphasizes the shared responsibility of law enforcement across all levels of government, stressing that protecting citizens should be a collective effort. “As law enforcement enforcers, we have a duty and responsibility to work together to protect our citizens and keep them safe – and Congress has a duty to support these efforts,” Chapman adds.
Chapman represents the Major County Sheriffs of America, an association that includes some of the largest sheriff’s offices in the country and serves over one-third of the U.S. population.
The testimony comes amid a worsening border crisis under the Biden administration, with migrant encounters at record highs in fiscal years 2023 and 2024. Over the past four years, there have been approximately 8.5 million migrant encounters at the southern border.
In response to the ongoing crisis, President-elect Donald Trump has promised to implement more aggressive immigration enforcement measures, including a large-scale deportation program, the reinstatement of the “Remain in Mexico” policy, and the continuation of border wall construction. These promises signal a hardline approach to immigration, in stark contrast to the policies of the current administration.
