In a significant policy move, former President Donald Trump signed an Executive Order on Tuesday evening, halting the use of federal funds for child s*x-change procedures. The order refers to these medical interventions as “chemical and surgical mutilation” and describes the trend of minors undergoing s*x-altering treatments as a “dangerous trend.”
According to the directive, the United States will no longer “fund, sponsor, promote, assist, or support” any efforts to transition minors from one s*x to another. It also emphasizes strict enforcement of existing laws that prohibit or restrict such procedures.
Impact on Federally Funded Institutions and Programs
While the order does not extend to private medical practices, it effectively blocks any federally funded institution—including those receiving educational grants—from performing “gender-affirming procedures” on minors.
Additionally, it will affect major federal healthcare programs such as Medicare, Medicaid, and TRICARE, the Department of Defense’s insurance program, which will no longer cover these treatments for individuals under 19.
The ban applies to both surgical procedures and the administration of s*x hormones, including “androgen blockers, estrogen, progesterone, or testosterone.” The Executive Order criticizes medical professionals who conduct these interventions on minors, citing potential long-term consequences such as infertility and “lifelong medical complications.”
Addressing Medical and Legal Concerns
The order expresses concerns that some children who undergo these treatments later regret their decisions, highlighting the irreversible nature of many procedures.
“Countless children soon regret that they have been mutilated and begin to grasp the horrifying tragedy that they will never be able to conceive children of their own or nurture their children through br**stfeeding,” the order states. It also warns of significant medical costs that may burden these individuals throughout their lives.
Beyond restricting federal funding, the directive tasks the Secretary of Health and Human Services with developing a plan within 90 days to “promote the health” of minors experiencing “gender dysphoria.”
Meanwhile, the Attorney General is ordered to investigate potential fraud, consumer deception, and violations of the Food, Drug, and Cosmetic Act by entities that may misrepresent the long-term effects of such treatments.
Furthermore, the order calls for a legal framework that would allow individuals who have undergone these procedures as minors to seek legal action against the medical professionals involved.
The Attorney General is also instructed to examine cases where states remove children from parents who do not comply with their child’s stated gender preference, considering legal actions under the Parental Kidnapping Prevention Act.
Trump’s Broader Agenda on Gender Policies
This Executive Order aligns with Trump’s previously stated commitment to banning child s*x-change procedures. During his campaign, he pledged to end programs promoting s*x and gender transitions at any age.
In his “Agenda 47” video, he vowed to push legislation banning these procedures in all 50 states and to work with Congress to permanently block taxpayer dollars from funding them.
